Press Release Berkeley County’s Emergency Operations Center (EOC) will move to OPCON 2 at 1 pm Saturday, August 31st. OPCON 2 means enhanced awareness. A disaster or emergency is likely to affect the state. Emergency Operations Plans are implemented. The County Emergency Operations Center could be partially activated if necessary. Berkeley County leaders have been meeting and discussing preparations for any potential impacts Hurricane Dorian could have on South Carolina.
